yeah! there actually was even a contest that was held here recently where participants had to make 16-page webcomics in celebration of a recent update on the site that provided better support for webcomics
but yeah, i'd say go for it :}
Theres, plenty of people on here who do make webcomics. So it's perfectly allowed, mostly anything is allowed on NG as long it is all your work and nobody else's, but if somebody helped you make the webcomic you can credit them in the project settings!
